Public buyers in France publish their tenders on BOAMP (Bulletin officiel des annonces des marchés publics), in French. Contracts above the EU thresholds must also be published EU-wide, and those are the notices below — the larger contracts, not every below-threshold job.

State buyers run their procedures on PLACE (marches-publics.gouv.fr); regional and local buyers use their own profils d'acheteur, so BOAMP is the index, not the bidding platform.
